Terms and conditions of use
The Publyo platform is the property of OBLYO DIGITAL AGENCY SRL, registered in Bucharest, Șos. Alexandriei no. 86, Bl. L24, Sc. A, Sector 5, VAT no. RO39375880, hereinafter referred to as OBLYO DIGITAL AGENCY SRL.
Accessing, visiting, using or purchasing the products, services or packages presented on the Publyo platform implies acceptance of the terms and conditions below.
OBLYO DIGITAL AGENCY SRL reserves the right to refuse to work with clients who display inappropriate behavior or language, or who have outstanding debts.
OBLYO DIGITAL AGENCY SRL reserves the right not to honor the delivery of products or services whose price is displayed incorrectly. In such a case, the client will be contacted and may either confirm the order at the correct price or decline it.
OBLYO DIGITAL AGENCY SRL reserves the right to modify these terms and conditions or the commercial offer without prior notice, as well as to correct any display errors, without incurring any obligations.
Copyright
The content and design of the Publyo.ro platform are the property of OBLYO DIGITAL AGENCY SRL and are protected by copyright and intellectual property law. Reproduction of the materials without written consent is prohibited.
OBLYO DIGITAL AGENCY SRL may suspend or terminate access to the platform without prior notice.
OBLYO DIGITAL AGENCY SRL assumes no liability for any damages resulting from the use or unavailability of the services and does not guarantee the absolute accuracy of the information displayed.
Orders and requests for quotes
Requests for quotes are made exclusively through the contact form on the website. The user is responsible for the accuracy of the information provided.
OBLYO DIGITAL AGENCY SRL may request additional information or may delete incomplete requests.
Dispute resolution
Disputes may be resolved amicably, through the courts or through mediators. The European Commission provides an online dispute resolution platform.
Notifications and announcements
OBLYO DIGITAL AGENCY SRL may send notifications regarding the services offered or third-party announcements, if these are considered useful to users.
Final provisions
Accessing the Publyo platform entails full acceptance of these terms and conditions. The purpose of collecting the data is to provide the services in accordance with the current offer.
Users have the right to object to the processing of their data for marketing purposes.
Minors may not enter into commercial contracts without parental consent.
Privacy policy
OBLYO DIGITAL AGENCY SRL guarantees the security and confidentiality of the data processed through the Publyo platform. The data is used exclusively on the basis of the data subject’s consent.
Providing the data is not mandatory, and users may request its deletion at any time.
OBLYO DIGITAL AGENCY SRL does not transfer data to third parties or outside the country and does not process special categories of data.
The data processed includes:
- first and last name
- email address
- phone number

General terms
- The Article — the article requested by the users of the Publyo platform
- The User — the natural or legal person who uses the services of the Publyo platform
- The Credits — units purchased and used to obtain articles
- The Account — the account created on the Publyo platform
- The Services — the services offered by Publyo for a fee
- The Consumer — the natural person who uses the services for personal purposes
The Account
The user creates an account via email, activated through a message sent by Publyo.ro. The confidentiality of the access credentials is the user’s responsibility.
Notifications regarding account security are sent to contact@publyo.ro. The account can be deleted at any time from the settings or by written request.
Articles and credits
Credits are loaded into the account within a maximum of 60 minutes from payment confirmation. Credits are valid for 12 months.
The article is delivered within a maximum of 72 hours from the request.
The Services
The contract between Publyo and the user is deemed concluded upon payment confirmation. Payment can be made by card or by bank transfer.
The invoice is available in the Publyo user account.
Returns
Credit refund — credits are returned if the article is not published for objective reasons.
Money refund — may be requested if the user does not wish to use the credits.
Publyo is not responsible for the content of the articles published by users.
Payment cancellation
Publyo refunds the full amounts in the case of unvalidated or rejected transactions, or in the case of force majeure.
Right of withdrawal
Amounts paid into the Publyo account may be refunded within 14 days, only if they have not been used. After this period, the funds remain available in the advertiser account.
